Introduction

The Koshi Tappu Wildlife Reserve was established in 1976 under the National Parks and Wildlife Conservation Act 2029 (1973). A wildlife reserve is defined in the Act as 'an area set aside for the conservation of animal and bird-life, vegetation and landscape together with the natural environment'. Under the Act NPWC 1973 all native flora and fauna are totally protected in the protected areas of the country even when they inhabit outside the protected area. The act prohibits all domestic animals from grazing inside the park and the reserve.

The reserve was primarily established to conserve the last remnant population of Wild Water Buffalo (Bubalis arnee) in Nepal.

International endorsement

In December 1987 the Government of Nepal acceded to the Ramsar Convention for inclusion of KTWR in the list of Wetlands of International Importance established under the terms of the convention. Realizing the importance of the site, it was designated as a wetland of international importance and added to the Ramsar list in 17 December 1987 (IUCN, 1990).

The criteria for the inclusion of the site in the Ramsar list are as follows (Scott, 1989):

·     The wetland regularly supports more than 20,000 waterfowl.

·     The wetland is of special value for maintaining the genetic and ecological diversity of a region because of the peculiarities of its flora and fauna.
